Malyshko Y. Evaluation and neutralization the negative impact of administrative barriers for the development of small business

The object of research is the process of deregulation of small business. The purpose of research is improvement and further development of theoretical-methodological support and scientific-practical recommendations for the evaluation and neutralization the negative impact of administrative barriers of small business. Research methods are analysis and synthesis, correlation analysis, classification method, system approach, the formalization method, taxonomic analysis, the method of fuzzy sets. Developed: the procedure for identification the inefficient administrative barriers to small business which is implemented on the basis of three phases: identification of administrative barriers, the identification of administrative barriers that affect small businesses, and the stage of verification of administrative barriers to small business compliance with efficiency criteria; methodical maintenance of building routings to overcome administrative barriers, based on the use of digital circuit design, client-server technology and a Gantt chart to graphically display the process of overcoming administrative barriers by small business. Improved: a methodical approach to the evaluation of administrative barriers that affect small businesses, which ensure better integration of the parameters characterizing the barrier through the use of the integral index; classification of administrative barriers by introducing new features: "by the effectiveness" and "by means of overcoming"; methodical approach to assessing the extent of reducing the negative impact of administrative barrier to small businesses as a result of changes in order to overcome it, which takes into account the interval values of small business costs associated with administrative barriers. Scientific results are used in the activities of the National Institute for Strategic Studies (certificate No. 293/599 from 15.06.2015) and Department of Regional State Administration to increase the competitiveness of the region (certificate No. 02-06 / 1293 from 08.12.2015)
