Pyvovarchuk L. Institutional support for the implementation of state social guarantees in the national economy

The object of the research is the processes of institutional support for the implementation of social security of the state in the national economy. The subject of the research is scientific- methodological and organizational-economic principles of institutional support for the implementation of state social guarantees in regulation system of economic development. The purpose of work is expansion the theoretical and methodological foundations and development of practical recommendations to provide the institutional support for the implementation of social security of the state in the national economy. The author uses general scientific and special methods of investigation, in particular, such as synthesis, comparison, analysis, hierarchy, systematization, combination and clustering, principal components analysis, economic-statistical and graphic methods. Scientific novelty is improved conceptual and categorical apparatus in the content categories of the "social guarantees of state" and "institutional support for the implementation of state social guarantees"; a new conceptual model of institutional support for the implementation of state social guarantees is providing; on the basis of the international and regional evaluation of institutional support for the implementation of state social guarantees methodical approaches to evaluation of quality of social services is developed; transformation directions of the existing institutional mechanism for state social guarantees based on the adaptation of world experience of institutional support for the implementation of state social guarantees is proposed; methodical approaches to evaluation of quality social services is developed; proposals for the restructuring of institutional support for the implementation of state social guarantees and improving the budgetary provision institutions that implement social guarantees of the state is developed. The spheres of the use of author recommendations are state and local governments, educational institutions.
