The thesis is devoted to actual problems of improving the theoretical, methodological and practical aspects of ensuring the effectiveness of the program-targeted management of trade enterprises development. The paper suggests determining the development of trade enterprise. Performance / efficiency indicators are determined, which should be used as a benchmark to achieve the objectives of the various entities in the process of Management by Objectives. The methodical approach to assessing the impact of portfolio on the results of trade enterprise is created on the basis of which synergy and "cannibalizing" effects are set. Scientific approaches to the management of enterprise development is supplemented by project-oriented approach. The methodical approach to the formation of project management standard of trade enterprise is created. The main results of the thesis introduced in the practice of trade enterprises.
