Chernova N. Development of technical approach to rolling stock assessment cost.

Subject is an evaluation process of railway rolling stock for both internal and external needs of enterprises. The goal is theoretical justification and development of practical recommendations for improving technical approach to the cost estimating of railway rolling stock. Methods are general scientific and ad hoc approaches: a system concept, methods of academic abstraction, methods of economic analysis, methods of econometric modelling, approaches of quantitative finance, reliability method of engineering systems, theory of probabilities, calculus, scheduling technique of rolling stock and the occasional expense item technics of the rates. The outstanding feature is improved of technical approaches to the cost estimating of railway rolling stock. Results are following: the technical approaches to the cost estimating of railway rolling stock by applying a regression analysis at imperfect information regarding the technical condition of the comparison objects, a probabilistic model, the implementation of which allows to determine the factor of acceptability by density parameter of failure-age distribution, technical approach to the determination of the freight wagons functional depreciation taking into account their function in an indivisible engineering process of railroading with road engines, technical approaches to forecasting the net operating income, and the rate discount definition, the implementation of which will allow to realize the discounting method of cash flow of profitable technical approaches as for the railway rolling stock are developed. It is implemented on railway transport enterprises. The economic sector is railway transport.
