Essay

The theoretical aspects of interpreting the ecological and economic development were summarized. The author illustrates the scientific discourse of balancing of the ecological and economic processes based on universal ecological and economic laws of the falling birth rate, demographic density, feedback, depletability of natural systems, collective effect and complementarity of the natural factors. It is pointed to the regularity of formation of the ecological economy. The author specifies the most developed modern approaches to the analysis of the ecological and economic processes base on the traditional methods in the administrative, economic, dialectical, subjective and axiological aspects. It clarifies the content of the idea of the unprofitable growth proving the necessity of more active use of the General Process Indicator as the macroeconomic and ecological indicators. He points at popularization of the technological aspects of the ecological and economic development with identification of the impact of the technological process on the use of the natural resources, its possibility to promote economic development. Taking into account the existing main ideological paradigms, namely the conservatism, liberalism, socialism, solidarism, anarchism, populism, integrity, environmentalism the author specifies their impact on modification of the ecological matter indicating new ideological directions. He provides the characteristics of the content of the environmentalism and its representation in the ecological philosophy as the most radical form of the careful treatment of the environment. The author also specifies the modern directions of ecological and economic researches necessary to be developed in Ukraine according to the peculiarities of the national environment. He specifies the necessity of the further development of the methodology of ecological management, ecological culture and the methodology to make the state policy correspond to ecological and economic interests. The work provides insight into and specifies the elements of the environment from the point of view of the evolution of its formation and transformation into the noospheric type. It was found that the use of the natural resource and formation of the social sphere resulted to the formation of the other types of the spheres namely techno-, noo-, info, which in future can be transformed to technological, social and cosmic sphere. The work specifies the current global and national tendencies of economic development due to the interconnection with the tendencies of the environmental activities. It provides the characteristics of the mutual impact of the resource of the environment and the processes of the economic development namely the formation of the environmental economy and environmental protection, institutionalization of the principles of the stable development, determination of the potential of the natural resources of the economic structure, dynamics of the economic development, changes of the geography, ecological innovations, formation of social and humanitarian area. It also provides the reasons for the priorities of the economic development of Ukraine together with the formation of the integral noospheric area securing synergism of the most competitive elements of the resource potential namely the natural and human resources. The work sustains the meaning of the provisions of the energetic theory of S. Podolynskyi for the modern model of the ecological and economical social development. It analyses the peculiarities and common factors of the interconnection of the economic and ecological factors during the transformation of the society and environment on the basis of the researches of V.I. Vernadskyi of the biosphere and noosphere. It also demonstrates the role of a human, its mental and scientific, ecological and economic activity during the formation of a new state of the biosphere, namely the noosphere. It provides the general characteristics of the ecological and economic concept of Mykola Rudenko establishing a contact with the works of the other Ukrainian scientists namely S. Podolynskyi and V. Vernadskyi within the development of noospheric researches. It attempts to specify and analyze the ecological and economic function of a human in the system of global changes of the society and environment, within the formation of brand new environment. The work analyses the effect on the relations between the society and environment through the economic indexes and the necessity of effective state policy related to the placement of wastes and their disposal. Attention is paid to the analysis of the dynamics of pollutant emissions into the atmospheric area and the use of the effective technologies to reprocess and recover of the wastes especially the most toxic ones which require special measures for their deactivation and isolation. On the basis of the analysis of the pollutant emissions in Ukraine it was found that the main pollutants of the environment especially the atmospheric air are the companies of the fuel-power complex. The work also specifies the problems which occur during the economic human activities and the necessity to pursue effective state ecological policy. Special attention is paid to the analysis of capital investments and current expenses for the environment in Ukraine. The work provides the reasonable conclusions regarding the improvement of the state policy namely the budget appropriations to execute the specific works to improve the environment. It proved the necessity to improve efficiency of social relations and environments relations, interaction of the social institutes regulating the relations of the society and the environment in order to minimize the negative anthropogenic effect on the environment and formation of the innovative model of the balanced development of Ukraine.
