Tulina E. Legal Support of Floral World Usage

In the work on the basis of study of scientific literature, legal and other enactments a comprehensive research was performed in legal grounds of floral world usage regulation, Stages of legislation development were elucidated, evolution of research in the field of floral world usage in Ukraine were divided into periods. Comparative analysis was performed of national, international and European Union legislation in the field under study. Construct was formulated of "floral world as an object of environmental legal relationship in the field of usage" and its legal features specified. The place of floral world usage legal institute in the system of Ukrainian environmental law was established. Types of floral world usage, subjects of legal relationship in this field were classified, their rights and duties were specified. Grounds and procedures of emergence, amendment and cessation of legal relationships in the field under study were described, as well as the peculiarities of legal relationship regulation in the process of implementation of particular types of floral world usage. Theoretical conclusions were made, a number of problems highlighted that require immediate solution, proposals formulated on bringing amendments to legislation in force which would enable to improve floral world usage legal regulation in Ukraine.
