Karzun I. Organizational-economic Bases of Innovative Development of System of Higher Education Institutions in Ukraine

The object of research is the process of innovation development of the system of higher education institutions in Ukraine. The dialectical method, theoretical principles of modern economy of higher education and methodological principles of its regulation in the context of the innovative development of the national economy are the theoretical and methodological basis of the work. The thesis is devoted to the scientific-theoretical substantiation of methodical bases and practical recommendations for improving the organizational and economic principles of innovative development of system of higher education institutions in Ukraine. The paper is revealed the essence and main trends of innovative development of system of higher education institutions in Ukraine. The features of government regulation of innovative development of higher education institutions are identified. The analysis of trends of the development, financial and logistical support of the system of higher education institutions in Ukraine in the international and national dimension is carried out. The estimation of the integral index of innovative development of system of higher education institutions at the regional level is conducted. The conceptual approaches for the improving the regulation mechanism of innovative development of system of higher education institutions are worked out, its principles, functions, methods, instruments, tools and ways of increasing the efficiency for each of its components are defined, the proposals for the ensuring a balance of labor markets and educational services in the context of innovative development of system of higher education institutions in Ukraine are provided, the organizational support of funding the innovative scientific researches of the system of higher education institutions is substantiated. The proposals of thesis for improving the financing of the system of higher education institutions were accounted by the department of economy and finance of the Ministry of Education and Science of Ukraine. The main provisions of the thesis were introduced to the educational process of Uman State Pedagogical University, named Pavla Tyczyny during teaching the training disciplines "Economics and organization the innovation activity of enterprises", "Economics of enterprise", the Bukovyna State University of Finance and Economics during teaching the disciplines "Economic Theory", "State regulation of economy", "Methodology of scientific researches", "Economics and organization the innovation activity", Ternopil National Economic University during teaching the disciplines "State regulation of economy", "Economics of Society", "Innovation management".
