Chornousko M. Prosecutor procedural guidance of the pre-trial investigation implementation

The thesis deals with the prosecutor's procedural guidance of the pre-trial investigation scientific and practical bases. The author studies the normative framework, law enforcement trends and issues in the context of the prosecutor's supervision. The research includes an analysis of the procedural guidance genesis on the modern Ukraine territory. It was developed the classification of the prosecutor's as the procedural chief powers, decisions and guidelines. The idea of simultaneous mutual opening of the materials by sides presumption was formulated. It was established the need of the assignation for prosecutor the right, in agreement with the head of pre-trial investigation bureau, to delegate of the individual proceedings to investigator who doesn't carries criminal proceedings in this pre-trial investigation in order to make available the investigation reasonable time. Based on the problematic issue analysis it was offered to develop and regulation in the CCP using of the universal specialized automated workflow system between the bodies of pre-trial investigation, prosecutors, advocacy and the court.
