The dissertation deals with the comprehensive research of theoretical and methodological and regulatory bases of jurisdiction in cases concerning administrative offences.The author's definition of the jurisdiction in cases on administrative offenses principles has been suggested; the system of these principles has been described. The category characteristic of jurisdiction in cases on administrative offenses has been outlined. The system of entities that are authorized to consider cases on administrative offenses and made proposals for their reform has been examined. It has been analysed the scientific approaches to the distribution of body powers that are authorized to consider cases on administrative offenses and their own interpretation of this distinction as establishing of a clear differentiation in the consideration and resolution of cases on administrative violations that caused by the peculiarities of jurisdiction, the functions of these bodies and the territory in which the subject of power disperses.
