The aim of the dissertation research is to reduce the time, cost for monitoring subjects of municipal economy by unifying models, and automate data collection and data processing. Thesis is devoted to developing models and methods for constructing an automated system for monitoring urban development. A review of existing AMS showed their main drawback, namely the lack of an integrated approach to their design. Of the mathematical model AMS UD, which based on queuing theory, allowed based on continuous Markov chains to obtain analytically several indicators of the AFM for typical subjects of municipal economy. To improve the reliability of the results in the proposed methods and algorithms forming and reforming expert groups partially restore lost information and analysis of information sources. Depending on the information complexity of decision problems in the dual- developed decision support system (DSS), for one of the circuits, which developed a modified procedure of the questionnaire, which allows to significantly reduce the complexity of decision-making.
