The signs of the housing and communal complex as an object of state regulation are analyzed - integrity, hierarchy and integrity. The mechanism of state regulation of housing and utilities sector is examined and its methods and tools is specified. Criteria of economic efficiency of regulation of investment development of housing and utilities sector are determined. The necessity of increasing competitiveness of housing and communal enterprises on the basis of the implementation of resource, technical and managerial capacities is proved.
