The thesis is devoted to a comparative study of administrative and legal regulation of local government in Ukraine and France, as well as identify gaps regulation and its legal justification for the proposals to amend the legislation. Characterized and determined the structure of local government and the system of local government conducted separation of powers and emphasized how to resolve conflicts of competence between local authorities and local governments on the example of France.
