In dissertation work presents establishment of theoretical, scientific and methodical guidelines and practical recommendations on increase of energy efficiency level at the industrial enterprises concerning development and introduction of the Energy Management System. Summarized theoretical approaches as for determining categorical personnel in the area of energy efficiency and formulated own definition of the "energy efficiency". Outlined components of the Industrial Enterprise Energy Policy, highlighted three main directions of the Energy Policy. Proposed proprietary (author's) interpretation of the term "energy policy", described its successful implementation levels. Systematized and improved classification characteristic of the energy-efficiency policy elements for industrial enterprises. Substantiated feasibility of the EMS implementation at the domestic industrial enterprises and identified Energy Management System basis. Established EMS implementation mechanism for the industrial enterprises, which contemplates completion of six stages, therefore, developed and suggested activity plan for every stage of the project, in order to guarantee time-efficient implementation of the EMS key elements, as well as а general (typical) EMS Implementation Plan of the Industrial enterprise. Systemized and completed management instrument, suggested use of the energy-efficiency benchmarking, SMART method and the Eisenhower Matrix in situations where relevant and appropriate. Emphasized on evaluation of the energy-efficiency projects in seven stages, also improved the algorithm of energy projects funding decision-making.
