Dissertation is devoted to the legal framework of local budgets in Ukraine. The legal nature of the concept and nature of the local budget was studied, especially the formation of local budgets in Ukraine, as well as the basic principles of their formation. The legal basis for the formation of a profitable part of local budgets in Ukraine, the implementation of local budgets expenditures, as well as features of intergovernmental relations in Ukraine were characterized. International experience in the formation of local budgets was analyzed.
