The thesis proposed continuous layers image model based on cluster analysis and local spline approximation describing the intensity distribution of inhomogeneous digital images as a mixture of distribution of components with weights and method of assessing layered components that allows to build spatial approximation of image texture components and to build new estimates of numerical characteristics of the cultivated area. Proposed a geographic information technology of automated processing of geo-referenced aerial photography "Vagabond", which is designed to provide information to decision-making processes through continuous observation and of processing their results. Developed local geographic information system "VagabondGIS" which is a multilevel monitoring technology part at the local level.
