Shapochkina M. Sanctions in the structure of administrative and legal licensing regime

The study is devoted to the theoretical and legal analysis of sanctions into the structure of administrative and legal licensing regime. The definition of administrative and legal licensing regimes and their classification have been formulated. The features of the special administrative-legal regimes, such as: 1) fractal; 2) polymorphic nature of individual licensing regime of foreign trade were discovered. On the basis of current legislation and international instruments the differentiation of sanctions in administrative and legal licensing regime is done. The principles of sanctions application in the area of licensing are defined and the researcher attempted to unify the procedure of sanctions use in administrative and legal regime of licensing, through its features unification for any kind of penalties in regard to its staged nature.
