Zadorozhnii O. Administrative and legal support of civil service in the justice authority Ukraine.

The dissertation is studies the complex legal support of the civil service in the judiciary Ukraine to form a holistic view of the administrative and legal phenomenon and finding effective legal means of improving the process. The result of the study, based on relevant international experience, formulated theoretical conclusions and suggestions for improvement of the mechanism of administrative and legal regulation of civil service in the judiciary Ukraine. In particular, the proposed adoption of the Service Code of Ukraine as a regulatory instrument of public-service relations and defining it features different these relations in various areas of public service, including the system of justice and within the industry: execution of criminal penalties, lawyers, notaries, registration service etc. An adoption of the Law of Ukraine «On State Service of Ukraine judicial authorities» to resolve the specific features of public-service relations, admission to the post only by competition; the establishment of the Institute professional development of employees in the performance of official duties; securing certification procedures and dismissal as a consequence of not passing the certification. Grounded making additions to the provisions of paragraph 5 of the Ministry of Justice of Ukraine to consolidate the mechanism of an annual assessment of the duties and tasks of employees of the judiciary and the development of individual provisions of the annual assessment of the duties and tasks of the civil servants of Justice of Ukraine.
