Kolomiets O. Provision of IT clusters in Ukraine based on venture investment

The object of the research is development processes of IT clusters in the national innovation economic system. Subject of research - theoretical, methodological, organizational and economic principles for the development of IT clusters based on the activation of venture investment in the state regulation national economy system. The purpose of the work is deepening theoretical and methodological foundations for IT clusters as a component of the national innovation ecosystem and to substantiate the practical recommendations for improving public policy development of IT clusters based on the activation of venture investment. The author uses general scientific and special methods of research, in particular such as logical generalization, analysis, comparison and synthesis, structural-functional, statistical, factor and strategic analysis, system approach and graphic methods. The scientific novelty is the problem-target model of conceptualization of organizational and economic priorities of state regulation of IT clusters in the national economy, developed theoretical foundations and scientific and methodological principles of research, formation and implementation state development processes for the information technology sphere in the context of its institutional support and support of IT development. Also developed methodological approaches to conducted evaluating the impact of the institutional environment for entrepreneurship development areas of information technology, methodical tools for diagnosing the intensity of the impact of venture capital on the formation and development of the IT sector in Ukraine and the mechanisms supporting of the IT clusters development based on a comprehensive development program. The sphere of the use of author recommendations is state and local governments, community organizations, local businesses and educational institutions.
