Essay

The thesis is devoted to the substantiation of theoretical principles and the de-velopment of practical recommendations for creating a mechanism for ensuring the competitiveness of the construction industry on the basis of the prevention principle. In this work the theoretical and methodological foundations of ensuring the competitiveness of the construction industry are studied. The principles of ensuring this competitiveness are systematized, the use of the prevention principle is proposed and justified. Based on research and summarizing the views of many scientists, the concept of "ensuring the competitiveness of the construction industry on the basis of the pre-vention principle" is proposed. The sequence of ensuring the competitiveness of the construction industry is substantiated. The state of and trends in the main branches of the construction industry are analyzed; the relationship between the development of the construction sector and of the national economy is identified. A methodical approach and a system of indicators for evaluating the competi-tiveness level of the construction industry are proposed; this system supports studying both strategic and tactical competitiveness. Factors of the external environment that influence competitiveness are sys-tematized and classified; the most influential ones are identified and evaluated. An approach to predicting the construction industry's level of competitiveness is developed. A mechanism for ensuring the competitiveness of the construction sec-tor on the basis of the preventive principle, which covering both the strategic and the tactical level, is proposed.
