Arutiunian D. Administrative-legal principles of the control and supervision activity in forestry of Ukraine

In this dissertation, theoretical and practical aspects of carrying out the state control in the field of forestry management in Ukraine have been studied. The author analyzed the main principles of carrying out the state control in the field of organizing and management of forestry; the system and legal state of bodies that carry out the control; the legal regulations and methods of their carrying out as a public-law guarantee of the enforcement of civil rights and liberties; ensuring the law and order in the field of ecological forest relations. The author devoted special attention to carrying out of the public ecological control, the comparative analysis of ecological and forestry conceptions, the administrative-legal status of the State Inspection, the State Forest Resources Agency of Ukraine. Based on the experience of national and international administrative-legal regulation of control and supervision bodies’ activity, main means and directions of improving the activity of subjects of administrative law regarding carrying out functions of the state control in the field of forestry management in Ukraine have been developed, concrete changes and additions to Ukraine’s administrative and ecological legislation have been suggested as well as recommendations to practical control and supervision activity.
