In the thesis was proved, that salaries of civil servants - is a settled law system of social relations associated with the installation and implementation by the State Budget of regular cash payments to civil servants for their service activities. It was established that the system of principles of remuneration form such principles as: a) sufficiency of wages; b) guaranteed payment of wages; c) prohibition of discrimination in pay; d) differentiation of wages; e) establishing minimum base salary. It was proved that essential conditions are a public service provided by the legislation and act on appointment terms of performance of civil servants, which greatly affect their legal, organizational, managerial and financial position. One of them is the condition (system and size) of salaries of civil servants.
