Parovyshnyk O. Administrative and legal regulation in the field of protection of rights of disabled people.

The thesis deals with comprehensive scientific research of problems of administrative and legal regulation in the field of protection of rights of disabled people in Ukraine, study of international regulatory environment and experience in this field and generalization of theoretical bases of administrative and legal status of disabled people. The nature and significance of administrative and legal regulation in the field of protection of rights of disabled people were specified. Periodization of development of legal regulation in the studied field was developed. The basic concepts and categories important for effective study of the field of protection of rights of disabled people were stated. It is determined that people with disabilities have a special administrative and legal status; the elements of this status were described. The process of assignment of this status in Ukraine and abroad was reviewed. The process of legal regulation of rights of people with disabilities in Ukraine was analyzed; problems were revealed and solutions were proposed during this analysis. The foreign experience of legal regulation in the field of protection of rights of disabled people was generalized, and a system of international standards in this field was developed. The necessity of enhancement of the legal status of the Commissioner for the President of Ukraine on rights of people with disabilities was justified. As a result of research, the priority areas and ways of improvement of current legislation of Ukraine were identified.
