Sazonova S. Organizational and Economic Mechanism of Providing Public Services by Telecommunications Enterprises

The essence of the organizational and economic mechanism (OEM) of providing public services (PS) by the telecommunications enterprises is clarified. The components of the OEM of providing PS and their features are specified; their priority is assessed. The environmental attributes of the OEM of providing services by the public telecommunications enterprises are identified, the state and tendencies of development of OEM of providing PS are outlined; the diagnostics of OEM of providing services by the public telecommunications enterprises is performed. The proposals on harmonization of OEM of providing PS have been developed. The trends of updating the state regulation of activity of the telecommunications enterprises in providing PS are proposed. The model of realization of OEM of providing PS by the telecommunications enterprises using the public and private partnership is substantiated.
