The dissertation is devoted to the theoretical and practical aspects of forming the solidary-regulatory system of relations of the state and small enterprise. As a result of determination of rich in content descriptions of process of co-operation of the state and small business entities, scientific approach is improved to forming of the solidary-regulatory system of their relations. Reasonably, that an orientation only on regulatory relations will not assist to development of small enterprise and for development of the effective system of relations between the state and small business it is necessary to be oriented on priority of solidary constituent of their co-operation. Socio-economic maintenance of partner relations is exposed between the state and small business entities.
