Essay

The dissertation work is dedicated to intensification and development of theoretical and methodological bases and elaboration of practical recommendations on application of innovation outsourcing in business management of a multiservice design and engineering company. The role of strategic planning in management of companies committed to sustainable growth was defined. The key business-strategies widely spread in practice were defined: vertical integration and diversification. The reasons why management gives preference to them are summarized. There were presented the results of solving problems using innovation outsourcing, considered as means of strengthening competitive advantages of domestic engineering companies on served market segments. The essence of outsourcing was revealed as a kind of economic relations between economic players striving to increase their efficiency and find application to professional competences of its skilled personnel. The advantages of using outsourcing in practice are highlighted. Classification of engineering outsourcing is performed, its kinds, specialties and conditions of application in engineering of complex structures are analyzed. Modern views on key factors of production are presented, the facts how notion about the factors transformed over time are provided. The stages of postindustrial development of economy are outlined. Based on the results of analytical review of the predecessors' opinions the author's interpretation was proposed as to the essence of engineering as economic relations in connection with development of technical documentation for products manufacturing or complex objects erection. The newest requirements to engineering service providers have been stated, the means reviewed which enable them to comply. The view on the place of engineering in lifecycle of innovation is suggested, as well as the elements of lifecycle and their contents are characterized. The directions of innovative development in Ukrainian shipbuilding are observed, also the conditions of transformation of outsourcing into an instrument of reinforcement of competitive positions of multiservice engineering companies on internal and international markets are defined. The hierarchic structure of demand on ship design services and causes which in the nearest future are likely to enlarge relevant order portfolio are disclosed. Based on systemic approach principles the coordinates and the architecture of engineering in the structure of shipbuilding work preparation are defined. The analysis of local engineering market is performed, and the potential, opportunities and risks, which local design and engineering agencies are confronted with, are assessed. Organization-economic model of implementation of innovation outsourcing in shipbuilding is developed; it is comprised by a customer understanding regarding cooperation strategy with an outsourcer and management responsibility for risks minimization, quality of work assurance, establishment of external business communications, personnel management, formation of corporate culture, based on the "partnering" concept. The scheme of project portfolio management for an engineering company is developed. It is argued that engineering companies meet increasing competitive confrontation in which those gain advantage which assures quality of work in accordance with customer expectations. The specificity of quality management systems of modern engineering companies is revealed as well as its influence on efficiency of managerial decisions on corporate level; further determined is the development of the information models of decision support with focus on implementation of fuzzy holonic agencies methods and "toll-gate" technology. Quality management mechanism for engineering products is improved in relation to specificities of innovation outsourcing. The system of planned decisions (mission, vision, strategy), which if consistent and aligned, brings engineering companies nearer to full-scale utilization of innovation outsourcing simultaneously increases their multidivisional structure. The suggestions regarding harmonization of economic relations between the parties of outsourcing agreement are formulated. They are based on budgeting technology, which provides for balancing of engineering capacity and personnel costs within competitive price range.
