The dissertation is devoted to complex research of theoretical and practical problems of implementation of pre-trial investigation of criminal proceedings against minors. This type of procedure is considered as a special kind of criminal procedural activities. The genesis and features of the procedural status of a minor who has committed a criminal offense was found. The features of international legal standards of a minor in criminal proceedings were identified. The subject of proof in criminal proceedings against minors was revealed. In the dissertation the circumstances that characterize the personality of a minor, and those who contributed to the commission of a crime were determined.
