Khadartsev O. The improvement of development mechanism of efficient state resources-saving policy

The dissertation is devoted to solving the actual scientific problem of improving the mechanism of formation of effective state policy of resource conservation. The object of the research is the processes of formation of effective state policy of resource conservation. The methods of theoretical generalization, correlation-regression analysis and economic-mathematical modeling are used. The essence of the state resources-saving policy as an economic category was investigated, in terms of its functioning in the areas of social production and in the influence of certain factors and usage patterns. The scientific principles of forming an effective state resources-saving policy was developed, by the basis of synthesis of the principles of individual economic categories. The causation for the effectiveness of the methods and instruments of the state resources-saving policy from the economic environment was established. Based on the analysis of the processes of resources consumption and resources-saving in social production, the modern features and shortcomings of the state resources-saving policy was discovered. Was conducted diagnostics methods and instruments of the state resources-saving policy, which allowed to establish separate controversies between them, which are not conducive to the effective functioning of the mechanism of resources-saving. The method of evaluating of the effectiveness of policy resource at the macroeconomic level. The organizational and legal support for state resources-saving policy was improved, in order to remove obstacles and create conditions for qualitative forming of the state resources-saving policy. The study of financial and economic assistance in solving resources-saving policy was suggested. Was developed a methodological approach to the evaluation of the effectiveness of the state resources-saving policy, with its impact on the state economic environment.
