Object of research: public management of prevention of social orphanhood. Objective: To study theoretical foundations and development means improving the polity prevention of child abandonment in Ukraine at the regional level. Methods: categorical and etymological analysis, historical, synchronous and diachronic, structural-functional, comparative-historical and comparative-legal analysis, statistical and structural-system methods. Results: The theoretical foundations of the functioning of public administration in the prevention of child abandonment Ukrainian state by applying various forms of government measures to prevent social abandonment and interaction of the public at the regional level. Novelty, proved that the efficiency of public means of preventing social abandonment and overcome it ensured unity of organizational and legal (institutional level prevention) and psychosocial (communication level prevention) components of the polity prevention of child abandonment, the operation of which requires updating based regionally focused multi-vector Approach; improved scientific and methodical approach to the prevention of child abandonment in Ukraine at the regional level through study regionally oriented multi-vector principle of the functioning of the public administration prevention of child abandonment, which provides for a system of government measures for its implementation take into account, first, variation forms of education of social orphans from Regional priorities; Secondly, taking into account regional specifics of the target audience during the government measures to prevent social abandonment, thirdly, regulatory consolidation requirements for professional competence subjects of prevention activities depending on the availability of signs of crisis state of the region and others.
