Kuzmenko A. Third parties in the administrative process

The dissertation is devoted to complex research of the institute of third parties in the administrative process, administrative and procedural rules that provide application of third parties before administrative court, administrative disputes, adoption and enforcement of decisions of administrative courts, major theoretical positions in relation to the concept of third parties, their rights and obligations in administrative litigation, domestic, foreign and international judicial practice on the application of the rules governing the status of third parties in the administrative process. This paper analyzes the history of formation and development of the institution of third parties in the judicial process, the concept, role, value and classification of third parties in the administrative process, administrative procedural legal subjectivity of basic types of third parties, as well as improving the legal basis of the institute of third parties in the administrative process. Based on research of current trends of proceedings and international experience formulated concrete proposals for improvement of the administrative procedure law, through amendments to existing legislation aimed at improving the efficiency of legal regulation of participation of third parties in the administrative process.
