Rafalskyi A. Legal Regulation of Providing Administrative Services in the Veterinary and Phytosanitary Fields in Ukraine

The thesis is devoted to the research of the peculiarities of legal regulation of providing administrative services in the veterinary and phytosanitary fields in Ukraine in terms of the development of the public and service state. Comprehensive approach to the study of legal regulation of providing administrative services in these areas, based on the structural and functional, structural and organizational approaches is offered and grounded. A system model of the regulatory base formation on providing administrative services in these areas is elaborated. This system allows effectively implement the first stage of the appropriate mechanism of legal regulation related to its static part. The author defined and grounded the peculiarities of the mechanism of implementing the law norms on providing administrative (registration and licensing) services to individuals and legal entities, which activities are carried out in the veterinary and phytosanitary fields, in the form of legal relations. The use of a broad interpretation of the concept «legal means» is offered. The peculiarities of the mechanism of free realization of the right for obtaining administrative services in these areas are clarified. Propositions to improve the public and service legislation of Ukraine are made.
