Essay

In the dissertation the complex research of questions of administrative procedural norm and regulation of administrative legal relations on their basis was carried out. It has been found out that procedural norms in administrative law, have a completely "autonomous" meaning, and are not directly related to the needs of realization of material norms of this particular branch. It is determined that the specificity of administrative-procedural norms is followed, first of all, in their relation to the material administrative-legal norms and relations that they regulate.
