The legal relationships between the investigator, the prosecutor and the investigating judge in the pre-trial criminal proceedings were investigated and the statement was substantiated that the activities of the abovementioned parties could be effective only subject to existing of a system of mutual control and a clear sharing of functions and powers whose performance shall be guaranteed by an effective system of checks, balances, and compensators.
