The scientific tasks of working out of the method of the infocommunication networks controlling system construction on the basis of object-oriented approach are solved in the dissertation. It can increase the reliability of the controlling information and minimize its delay, which will ensure the increase of quality indicators and effective functioning of the network, which is relevant and has an important scientific and practical value. The methods of increasing the quality indicators and trends in the management systems of modern infocommunication networks are determined in the work. The perspective directions of the development and functional model of control systems according to the ideology of interaction of open systems, concepts TMN and Smarrt TMN are determined.
