Ivanov D. Introducing the concept of public service broadcasting in Ukraine (aspects relating to administrative law)

In this dissertation, we discuss the theoretical and applied aspects of certain issues in public service broadcasting, and identify problems in the implementation of the concept of public service broadcasting and its future functioning. We analyze the theoretical problems of introducing the concept, including problems relating to the fact that public service broadcasting in Ukraine is a foreign concept. We also examine the experience of other countries in the introduction, functioning and realization of the concept of public service broadcasting. In addition, we propose a number of changes to the current legislation of Ukraine. The object of these changes is to define the mission of the UA:PBC and bring its tasks up-to-date. Our proposals include developing ideas and solutions for public service broadcasting, improving the approach to the composition of the management bodies of the UA:PBC and the procedure for electing them, and optimizing the UA:PBC's charter.
