Boldin M. Administrative and Legal Principles of the Activity of the National Bank of Ukraine in the Sphere of Refinancing of Banks

Thesis presents a theoretical generalization and a new solution of the scientific problem, which is to determine the essence and peculiarities of the administrative and legal basis of the activities of the National Bank of Ukraine in the sphere of refinancing of banks. The powers of the National Bank of Ukraine as a subject of regulation of liquidity of Ukrainian banks are characterized. The principles of NBU activity in the sphere of refinancing of Ukrainian banks are generalized. The NBU methods and methods of refinancing of Ukrainian banks are outlined. The content and gaps of normative legal acts governing the activities of the NBU in the sphere of refinancing of Ukrainian banks are clarified. The place of acts of the National Bank of Ukraine in support of the banking system of Ukraine is revealed. Risks in NBU activities in the sphere of refinancing and their administrative-legal settlement are identified. Possible ways of using the positive experience of the developed countries in supporting banking systems through refinancing are offered.
