The dissertation is devoted to the study of the administrative and legal foundations of the state service of Ukraine. The historical and legal review of the formation and development of the civil service of Ukraine is carried out. The principles of the civil service of Ukraine are elucidated. The tasks and functions of the civil service of Ukraine are specified. The normative and legal support of the civil service of Ukraine is described. The system of civil service management of Ukraine is defined. The characteristics of entry into the civil service of Ukraine are given. The dissertation is noted that subjects of such activity must possess special knowledge, skills for the necessary actions and procedures for applying the law, they choose the rules that are appropriate for the given situation, make their interpretation and make decisions. In addition to the documents for participation in the competition for civil service, it is suggested to file a personal application in person in writing about the lack of citizenship of a foreign state.
