Thesis provides new solution for scientific problem of administrative tools and foundation development in area of administrative and legal status of administrative right subjects based on theory of administrative right, Ukrainian and international legislation, achievements of specialized judicial public administration. Grounds are provided for definition of administrative and legal status of administrative right subjects.The inalienable and additional elements of the administrative and legal status of the subject are determined. The administrative and legal status of citizens of Ukraine, foreigners and stateless persons, associations of citizens is analyzed. The peculiarities of the administrative and legal status of executive bodies are revealed. The features and content of administrative rights and obligations of subjects of law are determined. The classification of administrative responsibility for the subjects of offenses is carried out. Principles of the theory of the administrative and legal status of subjects of law are developed.
