Essay

The dissertation is dedicated to the problems of reforming of local public authorities within the framework of a decentralization of public administration in Ukraine; it reveals checks and balances mechanism of Ukrainian model of public administration. The conclusion has been made that a certain amount of power of local state administrations steps aside of their tasks stipulated by the Constitution, consequently a scope of powers of local councils is insufficient for the complete realization of tasks of local authorities.
