The thesis is devoted to investigating the institution appealing decisions, actions or inactivity during the pre-trial investigation as a separate type of proceedings. There was expressed the author's vision of the normative fixing of the object of appeal, the subjects that have the right to file a claim during the pre-trial investigation. There were analyzed the features of the appeal of the definitions of the investigating judge during the pre-trial investigation. It was proposed the author's concept of a sub-institution of investigator's appeal against decisions, actions or omissions of the prosecutor. There were proposed and disclosed characteristic features peculiar to the sub-institution.
