Object - the formation of mechanisms for regulating port activities in the financial and economic crisis. The goal is the development of scientific and methodological approaches to the formation of mechanisms for regulating port activities in the context of the financial and economic crisis. Methods of research - system and situational approaches, system analysis, analogy method, systems construction, economic and mathematical modeling. Theoretical and practical results - is that the theoretical provisions of the thesis were brought to the level of specific methodologies and recommendations. Substantiated in the thesis recommendations can be used by the Ministry of Infrastructure of Ukraine, organizations and institutions of the port area, investors and other enterprises of the transport complex to identify possible scenarios for the development of domestic ports in the crisis. Scientific novelty lies in the development of scientific and methodological approaches to the development and substantiation of mechanisms for regulating port activities in a crisis. Degree of implementation - the results obtained, conclusions and proposals received a positive response and were reflected in the construction of the National Strategy for the Development of the Ports of Ukraine until 2038, the development of which was initiated and implemented by the Ministry of Infrastructure and the Administration of Seaports of Ukraine (Reference No. 5657 of 11.09.2017). Sector (industry) use is the economy and management of the national economy.
