Khabarova T. Administrative and procedural basics of the corruption prevention in Ukraine

Object of research: civil relations arising in the course of the activities of implementation of the state policy on counteraction and prevention of corruption in Ukraine. Goal of research: to determine the nature and features of the administrative and legal foundations of preventing corruption in Ukraine.. Research methods: a complex of general scientific and specially methods of research: dialectical, system-structural, comparative legal and other. Scientific novelty: it is proposed to introduce into the scientific circle the category "administrative-procedural principles of prevention of corruption"; it is proved that such administrative and legal measures for the prevention of corruption as a special examination of candidates for positions in state authorities and local self-government, financial control measures, conflict resolution of interests and proceedings in cases of corruption-related offenses are implemented in procedural form; the definition of the content of the category "measures to prevent corruption" is improved; the criteria for classification of measures to prevent corruption is formulated and substantiated, depending on: 1) the subject of the implementation of measures to prevent corruption; 2) the procedural and legal form of the implementation of anti-corruption measures; 3) the content of preventive anti-corruption measures; 4) the object of application and the subject orientation of anti-corruption measures. Practical importance: the theoretical positions, suggestions and recommendations set out in the dissertation can be used in the process of development and introduction of amendments to acts of administrative legislation, which determine the procedures for implementation of measures to prevent corruption. Field of application: the materials of the research can be used for teaching students of higher educational institutions of disciplines "Administrative Law", "Administrative Procedural Law", "Legal Basis for Preventing Corruption" and others.
