Udovenko A. Evaluation of the regulatory act’s preparation quality in the field of entrepreneurship

The thesis is devoted to the substantiation of theoretical-methodological provisions and the development of practical recommendations for improving the procedure for assessing the preparation quality of the regulatory acts created by central executive authorities in the field of the entrepreneurship. The essence of the terms «regulatory policy» and «regulatory impact analysis» is revealed. The list of unresolved problems which impede the implementation of regulatory policy and create barriers for business entities is formulated. The foreign experience of the analysis of regulatory impact was studied, for determination of RIA models, classification features were improved and centralized and decentralized models were selected. The methodical approach to assessing the work quality of central executive authorities in the part of the preparation projects for regulatory acts was developed. The methodical support for the choice of the RIA model of draft regulatory acts with the use of step-by-step filtering is developed. An organizational support of the RIA based on a simplified model of regulatory impact analysis that can be carried out on a limited information basis was proposed. The ways and measures of legislative and methodological provision of the quality of preparation regulatory acts in the field of entrepreneurship are substantiated.
