Tynska I. State Entrepreneurship within the Governance Framework of the National Economy

Object – the process of establishment, development and transformation of state entrepreneurship in the system of national economy governance institutes. The purpose – enhancing theoretical, conceptual, methodological and practical foundations of using the multidimensional potential of state entrepreneurship with putting forward proposals on how to encourage the modernization of its institutional impact on national economy development nowadays. Methods – theoretical synthesis, comparison and morphological analysis; systemic, comparative, cluster, structural and correlation types of analysis; content analysis; range of statistical methods; methods of graphic and economic-mathematical modeling. Results – the author’s view on the role and purpose of state entrepreneurship in the current institutional architectonics of the governance of national economy is theoretically and conceptual considered, empirically confirmed with offering certain proposals on how to avoid identified weaknesses of state’s entrepreneurial and managerial activities. Novelty – for the first time created multi-element conceptual model on strengthening state entrepreneurship in current institutional architectonics of the governance of national economy; has been improved: the conceptual and categorical framework of investigation, including author’s definition of the concept «state entrepreneurship»; the classification of state entrepreneurship entities; theoretical and methodical principles of measuring state entrepreneurship institutional effect in territorial and spatial dimension; scientific and methodical approaches to formulating prognosis model of state entrepreneurship positioning in sectoral and industrial dimension; further developed: the classification of reasons for establishing state entrepreneurship by R. Barr; scientific approaches to the differentiation functions of state entrepreneurship; theoretical and methodical principles of making managerial decisions in the course of providing institutional transformations of state entrepreneurship; scientific and methodical approaches to the estimation of state entrepreneurship contribution to the fulfillment of state’s economic policy within its elements. It was implemented into the activities of the Committee on Economic Policy of the Verkhovna Rada of Ukraine, the Committee on European Integration of the Verkhovna Rada of Ukraine, the Department for Strategic Development of the Ternopil City Council, Health Protection Department of Vynohradiv District of Zakarpattia Oblast and the educational process of the Ternopil National Economic University.
