The thesis analyzes the essence and clarifies the interpretation of the concept of "personnel". The peculiarities of the organizational and economic mechanism functioning of the development and use of personnel are defined. The organizational model of material stimulation of the development and use of personnel in the enterprises for the production of mineral waters is improved. The methodical approach to the improvement of the information and methodical providing of the management development and use of personnel is suggested. The methodological principles are generalized and the cost evaluation method of personnel of the enterprise is offered. The evaluation system of personnel of the enterprise is formulated. The offered mechanism of the grade system development for the effective use of personnel of the enterprises for production of mineral waters is approved.
