Pirus V. Formation of the mechanism of management of innovative development of a higher educational institution.

The dissertation is devoted to the substantiation of theoretical and methodological issues and the development of practical recommendations for the construction of the mechanism for management higher educational establishments of innovative development. The category-conceptual apparatus of the theory of innovative development of higher educational institutions and conceptual approaches to the higher educational establishments innovative development have been elaborated, based on the author's approach to the development and selection of innovative development strategies of higher educational institutions, the mechanism of management of innovative development of universities and models of its monitoring. Unlike the existing approaches, it allows approach comprehensively to the definition of strategic goals of the university activity and the directions of increasing of its competitiveness in the educational service by means of modern technologies and advanced experience of the leading universities, considering the basic principles of development of the national higher education, its integration into the European educational space and the Bologna process. The mechanism for management of a higher educational institution innovative development is developed, which is based on interconnected complex functional subsystems, oriented to the optimal resources distribution of higher educational institutions, and is characterized by a high degree of maneuverability, rapid response to changes occurring in the internal and external environment of an educational institution for the operative adjustment of its activities, and also corresponds to the target directions of the strategic principles of the state innovative development, which will promote effective functioning and raising the level of competitiveness of universities. The model of monitoring of innovative development of higher educational institutions is improved, which is an important component of the mechanism and means of influence and correction of activity of subjects of innovative development of higher educational institutions, which, in contrast to existing approaches, allows forming the preconditions for providing high-quality management processes at all levels, as well as contributes to the information support of the decision support system.
