The dissertation is devoted to the establishment of peculiarities of the procedural status of an interpreter in administrative legal proceedings, guarantees of his impartiality and competence as a condition of the effectiveness of participation in the proceedings. The participation of an interpreter in administrative proceedings is investigated as a guarantee of ensuring the procedural framework of the language of proceedings in administrative courts; the foreign experience of the interpreter's participation in administrative legal proceedings is revealed; the requirements for the personality of the interpreter as a participant in administrative legal proceedings are summarized. The essence and the content of the procedural status of an interpreter in administrative legal proceedings are formulated; the rights of the interpreter and guarantees of their provision are researched; the interpreter's obligations and responsibilities as a participant in administrative legal proceedings are characterized. It is stated that the basis of the procedural status of an interpreter in the administrative proceedings consists of rights, duties, guarantees and liability. The freedoms and legitimate interests of the interpreter are defined as an element of his procedural status in the administrative proceedings. The normative consolidation of the requirement of the interpreter's competence is substantiated as the condition of joining the administrative procedural status. The prospects of improving the legal regulation of the procedural status of an interpreter in the administrative legal proceedings are determined, in particular by specifying the procedural grounds for exclusion; the definition of the requirement of competence as a condition for obtaining the procedural status of an interpreter; the establishment of additional guarantees of his impartiality and awareness.
