Osypov V. Improving the method of assessing road safety in selected sections of highways

In the dissertation work, a theoretical generalization and a new solution of the scientific and applied problem, consisting in improving the safety of road traffic in certain sections of highways, were carried out. The method for assessing road safety in selected sections of roads is improved by developing a method for expert assessment of road safety. To this end, the work has developed evaluation criteria and established indicators of the level of safety of individual sections of highways. Reasonably be prompted to enter in a new term - Means of passive emergency of security traffic (МPEST) -a set of technical means for organizing road traffic and engineering arrangement of motor roads , provides an opportunity to avoid or reduce the severity of the consequences of a traffic accident without active action by road users. Designed indicator MPEST based on the coefficients that take into account the presence and condition of passive emergency road safety. A method for calculating losses from road and transport accidents has been developed. It was proposed to take into account the influence of passive road safety equipment when calculating the risk of an accident. This method of calculation allows for loss accident composition and traffic conditions, and to minimize loss of accident claim by dint of changes in use MPEST. A practical methodology for expert assessment of the level of road safety has been developed, which makes it possible to considerably facilitate the work on assessing the safety of the road section of the road and to shorten the time for its examination.
