The thesis is devoted to theoretical foundations generalization, improvement of methodological and development of scientific and practical recommendations on formation, increase of the level of use and labor potential development of agricultural enterprises in the innovative economy system.The organizational and economic mechanism of agricultural enterprises labor potential management covering the needs of innovation-based economy has been improved. The evaluation technique of labor potential use effectiveness at the enterprise level is enhanced. The recommendations on options and composition of the employee's social card have been formed. The theoretical approach to labor potential formation, implementation and development has been perfected. Prerequisites for providing the staff training in accordance with the needs of innovation-based economy and employers' modern requirements have been generalized.
