Essay

The dissertation is devoted to the complex study of administrative legal relations in the sphere of construction in the conditions of decentralization of power. The nature of administrative legal relations in construction is revealed taking into account the processes of decentralization of power and principles of public administration. International experience was explored of the decentralization of power in the sphere of construction and the possibility of its application in Ukraine. The subject structure, legal features of objects and the content of administrative legal relations was analyzed, as well as features of administrative services in the sphere of construction are revealed. The analysis of the administrative legislation that regulates relations in the sphere of construction with the disclosure of certain periods and stages is carried out. An analysis of administrative legal relations in the sphere of construction through the description of their structure: subjects, objects and content, in particular, due to delimitation of powers of local self-government bodies and central bodies on issues of state architectural and construction control and supervision. The result of the study of administrative legal relations in the sphere of construction in the conditions of decentralization of power, which is a necessary step in view of the Euro integrational foreign policy course of the state, and international experience of decentralization of power in the field of construction, became the formulation of separate proposals for improving administrative and legal regulation of the sphere of construction.
