Bakshun I. The mechanism of realization of public-private partnership in ensuring the national economy

The dissertation is devoted to the decision of an important scientific and practical task to improve the mechanism of realization of public-private partnership. In the course of the research the theoretical, practical and organizational issues of realization of public-private partnership in ensuring the national economy were considered, and the world experience of such provision was investigated. As a result of the research, the directions of improvement of the mechanism of realization of public-private partnership were identified, the algorithm of regulation of the realization of public-private partnership projects in ensuring the development of the national economy, which is aimed at achieving the most elastic responsive system of public-private partnership management, creation of a state management working group , transparent and regular communications between the state and the private sector. The current state of the market of public-private partnership in Ukraine is estimated. The tools of the mechanism of regulation of public-private partnership are analyzed and key problems of their use are identified. The scientific-methodical approach to increasing the effectiveness of the mechanism of realization of public-private partnership projects is proposed by optimizing the distribution of financial risks among its participants on the basis of the generated software using fuzzy logic methods. The conceptual foundations for the formation and implementation of strategic directions of improvement of the mechanism of realization of public-private partnership, which allows to provide modernization of the national economy oriented on the innovative renewal of the real sector and the social sphere of the country for significant growth of volumes and quality of socially significant goods and services, is substantiated.
